On May 22, 2014, Pensacola City Council approved a set of technical amendments to the Housing Office’s Housing Choice Voucher Program Administrative Plan.
When it comes to the HCV Program (Section 8), some policies are established by HUD at the federal level, and must be followed by all public housing agencies; other policies are set at the local level. Pensacola Housing’s Admin Plan is the document used to set policies for administration of the HCV Program throughout Escambia County, Florida.
The technical amendments that were approved on May 22 were as follows:
- The Definition of Family has been updated to comply with the final rule published by HUD in the Federal Register in 2012, which revised the definition to be inclusive regardless of “actual or perceived sexual orientation, gender identity, or marital status.”
- Verification of household income and assets was streamlined in accordance with HUD Notices PIH 2013-03 and PIH 2013-26. With these notices, HUD offered public housing agencies several options to reduce the administrative burden of the program by making certain verification processes simpler.
- The addition of Chapter Six, “HCV Project-Based Program.” This addition provides Pensacola Housing with the option of attaching up to 20 percent of its voucher assistance to specific housing units in the future, if it is determined that doing so would be the best route to secure affordable housing in the community.
