Section 8 (Rental Assistance)
The Housing Choice Voucher Program (HCV) is a federal housing assistance program managed by the U.S. Department of Housing and Urban Development (HUD) and administered at the local level by public housing agencies, including Pensacola Housing. The HCV program allows very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. It is frequently referred to as the Section 8 program, in reference to the portion of the U.S. Housing and Community Development Act of 1974 under which the original subsidy program was authorized. The United States Code covers this program in Title 42, Chapter 8, Section 1437f.
Pensacola Housing administers the housing choice voucher program throughout Escambia County, Florida.

Annual & 5-Year Plans
The Public Housing Agency Plan is a plan that informs HUD, residents, and the public of the Public Housing Agencies (PHAs) mission for serving the needs of low-income and very low-income families and the PHA's strategy for addressing those needs. PHAs must submit 5-year plans for tenant-based assistance and public housing programs. Some PHAs are also required to submit annual plans to supplement the 5-Year plans.
The City of Pensacola Housing Office submits Annual and 5-Year plans in accordance with HUD requirements. Current copies of our planning and reports documents are available on the plans and reports page here.
Housing Choice Voucher Program Administrative Plan
Public Housing Agencies must adopt a written administrative plan that establishes local policies for program administration. The plan must conform with HUD regulations and state the PHA's policy in those areas where the PHA has the discretion to establish local policy. The plan is a formal document which communicates to all interested parties the policy choices the local agency has made where federal regulations or law does not direct the PHA's actions or decisions.
